ARM Wait-For-Interrupt Sleep Mode Power Savings - DM6467T

What kind of power savings can I expect from using the ARM Wait-For-Interrupt Sleep Mode on the DM6467T?  I believe I have implemented the mode, but I see no power savings at all (no change in current on a power supply with 1mA resolution).  I'm referencing section 7.4.1 of the DM646x ARM Subsystem Reference Guide: SPRUEP9E.  The guide mentions that the mode doesn't affect leakage consumption.  Does the processor really draw 0 switching power with no foreground application?
