Peak MCPS for c674x codecs

Hi,

In codec datasheets there are notes about peak mcps.

Does that mcps indicate the worst case mcps among all the test vector including compliance database or is it one random average case?

If first is true,then can we take it for granted that, on those conditions(cache,memory etc) numbers will not exceed peak in any case?
