about silicon error 2.1.27 SATA lock up

In the errata datasheet, it suggests one workaround:

Use an external 20-MHz Oscillator connected to the DEVOSC_MXI/DEV_CLKIN pin
bypassing the device internal Oscillator 20-MHz clock source

I want to make sure I understand this correctly: just replace a crystal with an oscillator? How could that make a difference?
