Cannot load IPNC_A8_DDR.gel on TMDS8127

Hello all,

I am attempting to follow the instructions which came with the TMDSIPCAM8127J3 v3.0 to re-load U-Boot into flash via J-Tag. However, when I restart the target after loading IPNC_A8_DDR.gel file I see the following error message:

Connecting Target...
CortexA8: Output: **** CENTAURUS2 DDR3 System_Initialisation IS in progress ..........
CortexA8: Output: **** CENTAURUS2 ALL ADPLL INIT IS In Progress .........
CortexA8: GEL: Error while executing OnTargetConnect(): Target failed to read memory at 0x481C5114.

I am using a Spectrum Digital XDS560v2 LC Traveler with the 14 pin adapter. JP1 on the target is open.

IPNC RDK 3.0.0, CCS v5.1.0.09, 

Any suggestions are appreciated.
