hii currently i am working on a project in which i faced some problem please help me

TMS320C5515(DSP KIT)
TELIT GL865
TXS0102 (voltage level transleter)
software detail
ccs v5
window 7
i want to control TELIT from out side means, i want to send AT command from DSP KIT to TELIT and want to receive OK as response.
but when i run the code it does not give OK . i new to this set up i don't know where is the problem and what is the problem ?
i have connected TXD of TELIT to RXD of DSP and RXD of TELIT to TXD of DSP and also using voltge level converter. but i am not getting ok please help me.
