Connecting TUSB 7320 to c6678 EVM

My goal is to interface the c6678 EVM with a USB camera.  I have a c6678 EVM and a TUSB 7320 EVM, which both have male PCIe edge card connectors (the c6678 EVM requires the AMC->PCIe adapter).  I have searched for some off the shelf product to connect these together without any success.  There are commercially available PCIe backplanes, but they all connect each PCIe port to a switch and then to a system controller port of some type, none of the PCIe slots are connected directly to each other.  Soldering jumper wires was my first attempt to make this work (at least for prototyping purposes), but the c6678 EVM does not generate the PCIe reference clock, so I wired up a PCI reference clock chip on a proto board, but the clock signal is terribly noisy (not too shocking) and the PCIe link does not establish.  I soldered a jumper wires from TX to RX on the c6678 EVM and was able to get a loopback link established, but beyond that I am stuck.

Does anyone know of a product with two female slots connected directly along with a reference clock generator?  If I don't find anything I will make a simple PCB with the parts on it, but I have never routed any high speed (> 20 MHz) signals before.  What other considerations are there for the board design for this 'simple' PCIe prototyping board?
