Timer in Concerto/F28M35H52C1 in microseconds resolution

It is possible. You can create a Timer instance statically (i.e. Timer.create() in the .cfg file) or call Timer_create during runtime. Please refer to the ti.sysbios.hal.Timer.

We have to start task (A) after number of microseconds(about 10)  of the external interrupt arrived.
 How long time take to start the timer ? is this procedure enough accuracy?
1.Get external Interrupt,
2.Start timer
3.Wait fot rimer counter == 20 msec.
4. Stop timer

Is the Task waiting on a Semaphore and the timer is going to Semaphore_post?

Yes, the task is wait for Semaphore_pend().

The question is how long time take to start a timer. May be it is better to start timer periodically in the beginning and read/check its counter from the task? What is the optimal solution per your opinion?

Does our configuration (c2000 Development tools) support profiling that we can check timing with it?

I think the time you want to know is the interval time between Semaphore_post() and Semaphore_pend(). I've tested it before, it's about 8us, you also can got it by yourself through toggle a GPIO before calling Semaphore_post() and after calling Semaphore_pend().
