C665x - is smartreflex mandatory to use?

Team,

I have seen that on C667x smartreflex is mandatory to use. Is it the case as well on C665x (C6654, C6657, ..etc)?

Since C6654 is much lower clk speed we could expect the power consumption to drop significantly. Wouldn't it make sense not to use smartreflex on C6654 to have a simplier power design?
