BYTE vs Packet Stream

Hello,

The H.264 encoder have StreamForm parameter as one of the slice encoding parameters, But I don't see that as general parameter. Shouldn't there be one ? According to stuff I read, there are in general two types of H.264 streams: packet stream which is used in RTP protocol and BYTE stream which is used in MPEG-2 TS. It seems like a very important parameter.
