DM6467T sometimes draws more than 2A on 1.3V rail when PCI_RST# is asserted

We have a DM6467T device that is configured for PCI Boot (with PCIEN = 1) connected to a PC Host through the XIO2001 PCI-PCIe bridge.

When the board is powered on, the device is not running any code and just waiting to boot from PCI. However, we observed that during a regular Power-On-Reset (POR# asserted) or a simple reset (RESET# asserted) the device core (1.3V) would draw around 300mA, however during a PCI reset (PCI_RST# asserted) the core sometimes draws more than 2A while other times it only draws the 300mA.

We do not understand why there is a difference in behavior. How is a PCI_RST# different from a RESET#. I could not find a clear explanation of this in the datasheet.

We cannot find anything special on our board that would cause this behavior so I just wanted to know if this was expected.
