Where is the latest DVSDK for WinCE (DM3730)?

On the TI web site, the link to what's supposed to be the latest DVSDK for WinCE is for version dvsdk_wince_1_00_00_05:

I have seen several mentions of what seems to be a more recent DVSDK:  dvsdk_wince_01_11_00_03_patch_01

Where can I get this latest DVSDK?  

Also, (actually I should have asked this question first), if I want to encode H.264 on the DM3730, what should I download?   The TI web site doesn't have a centralized point of access for the DM3730-related info, or at least it's incomplete and different searches give different results, each giving different views on how to do H.264 compression.
