access to MotionEstimation module in HDVICP or MJCP video engine

hi all

I am looking at options to be able to use use MotionEstimation module from HDVICP or MJCP video engine to perform a image stabilization routine. Does this look feasible? So far I have been able to see APIs which allow me to encode at frame level. Do such low level API to access MotionEstimation hardware module exist?
