Tool chain for developing Linux on DM3730

I know this is a matter of preference, but what is a popular tool chain (gcc, CCS ... ) that most developers use to develop video capture using Linux on DM3730.

Also, are the drivers and encoders (H264) available from TI? How much do they cost?

I am pretty new to this platform so any info or pointers is greatly appreciated.
