DM6467 MPEG4spenc 1.00.00.05: Why the min QP for h.263 is 8, instead of 2

Hi,

In user guide of DM6467 MPEG4spenc 1.00.00.05, we found that QP is between 8 and 31 for H.263, but between 2 and 31 for MPEG4. Would you pls kindly advise why we can't support QP<8 for h.263enc?

    This is to avoid a video coding artifact which is coming from the standard spec which user might wrongly attribute to codec implementation.

    This happens when Intra coding Marcoblocks are coded in Inter frame at low QP produces snakes kind of effects.
