With the introduction of Sitara ARM MPU does this mean TI will no longer sell ARM+DSP devices?

No.  TI will absolutely continue to sell and support ARM+DSP devices under the OMAP35xx and DaVinci technology platforms.  DaVinci is optimized for video and imaging while OMAP supports low-power, general-purpose, multimedia and graphics processing.
