TMS320C6678 Eval board does not boot linux

I have just received the TMS320C66x Evaluation Module with the TMS320C6678.  I set the switches per the instructions to boot to linux, but the board does not boot.  There is nothing displayed on the terminal.  The boot to POST and boot to "out of board" startup work fine.

What should be done to ensure that the evaluation module boots to linux correctly?
