Its possible to achieve this using HDVPSS. There are various sequences possible in HDVPSS to enable this feature.

1. Capture the frame

2. Give it to Video pipeline

3. Render Text and give to Graphics pipe line 

4. Enable compositor blender to blend both video and OSD

5. Either Enable write back path or route the output again to capture path to write to memory

6. Encode and stream :)

It might be easier to do it in software as Margarita suggested.

If you check the HDPVSS block diagram you can see the path that I've mentioned.

Its a very difficult question to answer in few sentence. You've to explore the current architecture and enable the corresponding paths by using M2M drivers and other drivers in HDVPSS. I don't know how to explain it.
