What we understand when constraint lenth = 5 or constraint lenth = 7

The TI documentation is only intended to explain how the TCP or TCP2 module performs with respect to the industry standard Turbo Coding scheme for IS2000 and 3GPP. You will want to refer to those standards and other online documentation to understand the components of the Turbo Code process.
The examples provided for whichever device you are using will make references to these components so you can see how they are used, but we do not have the means to fully explain the Turbo Decoding process and its elements.
Have you had a chance to look at any of the examples provided for whichever device you are using?
