I have looked over the website and am confused about which is the appropriate EVM for the C6727B DSP. Also, can you point to video training and/or tutorials for the EVM? Thanks!

It is sad that the PADK is now obsolete. It is a very powerful board for development of professional audio applications. At one time, it was the only board available for use as an EVM for this device.
The C6727 was probably developed for a specific market, professional audio, and there was no plan to develop a TI-owned EVM. We do this with many of our DSPs when we start with plans to release the product to the world-wide market. Other times, we work with developers such as LyrTech to build the specific board that they want to take to the market.
There are other C6727-based boards that you can find by following Shankari's advice to search TI.com. You may want to add EVM to the search terms, and you may want to search the internet for all possible board vendors. You may find other choices, or you may find information on using the Kane board as you need. Or contact Kane Computing directly for information on use in your power region.

No. The C6713 is a subset of the C6727B, so it would not be a compatible choice.
My recommendation is to look at the C6748 or C6655 to see if one of those may work better for you. These are newer and probably better supported today.
