for my AM3359 ICE , no LED rooling after power up and USB connection fail when I try to debuging using CCSv5, any idea to debug the HW?

You should check the input voltages: V24_IN, V24_0HVS, VBAT. Does the green LED D3 light up? The ICE schematics can be found at: http://www.ti.com/litv/zip/sprr170.

the VBAT is 5V and D3 is green

I don't think there is much more you can do. The best way to proceed is to RMA your board.

But you could return your defective board for repair/replacement.
