OMAP4 Custom Board

Hi. I'm an undergraduate electrical engineering student. 

I'm interested in embedded systems, ARM based computers and Linux Kernel. Though I'm new to SoC's world, I'd like to learn how to design a custom board that is capable of running linux distributions and to mod the kernel to custom peripherals. I chose OMAP4430 because it has clear documentation and specifications that fit well in my project.

I'd like to know if TI's would allow me to use their tools, such as simulation and design tools, even if I don't intend to bring my project to the market. My main objective is to learn, as I said. And if so, would I be able to buy low quantities of the SoC?
