i want to do the research on multi standard video codec architecture regarding power and area reduction which kit/development board will be suitable for me

There are many omap3 based boards suitable for video processing. You can see a list with such products on the link:

If you need some less expensive decision I recommend you BeagleBoard Xm and DevKit8500D boards:
