I am working DM3730 processor. In that DSS_D18-24 pin are multiplexed with BOOT option pins.
I want to know whether we can use these pins for PCLK less than 60 MHz..

You can find information about the DSS Power Domain Clock Controls in the TRM Figure 3-68. Will be helpful to read the description of the CM_CLKSEL1_EMU - Modules clock selection register CLKSEL_PCLK bits which which selects the PCLK clock divisor:
