ECCN and Export Advice

I am an export compliance consultant. I have a client company that needs to export the Texas Instruments AM3703USA Arm Processor for assembly in China. I have been told by TI that it falls under ECCN 5A002.a.1.a, which is export controlled for encryption. But TI has not informed me of their Encyryption Registration Number and therefore I am uncertain as to whether my client needs to file for their own encryption registration number or whether it can be exported under "ENC" without any secondary filing. 

Any advice would be greatly appreciated.
