If I try to answer the question,
1. if it is a PandaBoard issue you should contact pandaboard@googlegroups.com, the release you are using could be from one of their releases or you could contact them to ask if they know of one releases for Android 2.2.
but thinking to get an answer, some ideas are:
2. What release are you using? are you using OMAP4430?
3. one possible reason could be that it is too old that is not supporting the OMAP chip you are using.
4. Other is that SYSBOOT is not correctly configured to find the boot partition.
5. the MMC is not correctly partitioned or damaged.
for example one idea to check about #2 is from
http://omapedia.org/wiki/Android:_Working_with_pre-built_binaries
the first OMAP4460 release is mentioned for L27.G.5 that is GingerBread.
previous release in prebuild binaries is L27.12.1-P1
http://omapedia.org/wiki/BlazeTablet_L27.12.1-P1_Release_Notes
but it hasn't a reference to OMAP4460.
