Decoupling for unused peripherals?

I am currently working with the TI TMS320DM8168 processor. There are some peripherals that we are not using and while the datasheet mentions that they need to be connected, it is a bit unclear about the decoupling and filtering requirements. Specifically, we are not using USB, SATA or PCIE.

Just to clarify: I mean that the power to these peripherals still needs to be connected, but the level of decoupling and whether or not filters are still required is unclear. I suspect the filters can be dropped, but I thought I should verify.

I would say that filter is not necessary but I would keep the place holder just in case if possible.
