It will be great if you can share the exact requirement. But however DM8148 seems to be a good fit for your solution. Or else DM816x also better option considering that it has multiple IVA-HDs to upto 1080p 180 fps encode. In DM814x you have only one IVA-HD which can do upto 1080p60.

I want to make a IP camera that can stream video from 4 CMOS camera sensors. I read that the VIP port of DM8168 can be splited to VIP0A/B and VIP1A/B. Can I use them to interface with 4 YUV422 cameras?

Yes, you can use VIP-0 and VIP1 ports for connecting up to 4 cameras.

If you are using DM8168 then you can encode upto 3 1080p60 streams. Do you need 1080p60 or are you okay with 1080p30? If its 1080p30, then it should be possible using DM8168.

I read the DM368 datasheet and it say the camera input is 16bits. Can I use this to interface with 2 8bits YUV camera sensors?

DM365 can support two camera interfaces, but it cannot drive both simultaneously. So it will be multiplexed. 

In DM8168 you can configure the sensors using I2C.
