Davinci DM6446 DDR2 Problems

I have been testing my custom DM6446 board, and I am having issues either writing to or reading from the DDR2 SDRAM. I am using MT47H64M16HR-3 AAT which should be close to the ram used on the evaluation boards. The version I am using is a higher temp version and the only difference I have seen so far is the refresh rate is 3.9 us instead of 7.8 us.

I am using CCS5 and XDS100v3 to test the board. I first encountered an issue when trying to load and run the NANDWRITER.out program to place UBL and U-Boot on my board. When I checked the ram location 0x8e000000 to verify that the program was there, there was nothing but random data/instructions or a bunch of 0's and F's. I compared this to what I found using my evaluation board to verify the difference.

I checked many of the signals, DQS, DQM, CLK, etc. on both my custom board and the evaluation board. The only difference I have found so far is that the DQS signals are not produced when attempting to read from DDR memory.
