DEI_HQ and DEI_Q (Primary and Sec) in progressive pass-thru processes only 1 chan of 720p60 on Primary output

My setup is:

UDworks McFw: Ver3.0.0

VIP_0 and VIP_1 are the same except VIP_1 goes to DEI_Q

VIP_0_16bit_embedded sync -> DEI_HQ ->

                                                                 ->VIP_SC(0) -> merge_0 -> |

                                                                 ->VIP_SC(1) -> merge_0 -> |   to ENC

What I am trying to do:

I am putting a 720p60 video source into VIP ports 0 and 1.

I am putting both DEI_HQ and DEI_Q into progressive bypass mode.

I am using the Primary and Secondary outputs of both de-interlacers and feeding it to a merge that feeds the encoder ( by way of M3 to A8 links but I am simplifying the example)

Problem:

I only get out out one encoded stream from each de-interlacer's Primary output

I can get 4 streams out of the de-interlacer if I feed 1080i30 into the VIP ports and set progressive by-pass to FALSE (in other words the de-interlace is used as a de-interlacer)

Can anyone tell me why the de-interlacer in progressive by-pass mode will only process one stream of progressive video on the primary output but not the secondary.

I have tried changing the output frame rate but still no output on the secondary of the de-interlacer.
