LM3S9D92 with TI-RTOS will not boot

BIOS champs,

Customer is running TI-RTOS 1.01.00.25 on LM3S9D92 with XDC 3.24.05.48.  When running with the debugger the project works fine, but disconnected from the debugger, the design does not boot and function as expected (there should be pins toggling and networks and UART traffic).  We added the boot and startup modules in the *.cfg file, with no change.

I consulted the wiki:

I've looked at other forum posts that relate to C2000, but the options are different for LM3S.

I'm sure I've missed something.  Any assistance would be appreciated.
