Yes, exceeding the maximum case temperature of the TMS320C6455 should be expected to damage the device. It may have reduced lifetime or reduced performance or other negative effects.
The datasheet has a section on Operating Conditions and that includes the Absolute Maximums for operation. The maximum case temperature is shown as either 90C or 105C depending on which device version you are purchasing.
There is a Power Consumption application note that you can use to get an estimate of the power that will be dissipated at the operating points that you determine for the device in your application. With that power dissipation information, you can apply your knowledge of the thermal environment of your board to determine if a heat sink and/or forced airflow are required.

The C6455 is a relatively low power. Most applications will not need thermal management and system thermal design. However, operation on dense boards with other heat-generating devices or in chasses with limited airflow or inhigh ambient temperature conditions will cause you to need to add a thermal solution. Normally, this is as simple as adding a heatsink and making sure there are paths for convective airflow such as through vents.

my c6455 isn't near heat-generating devices.but it is heated when i run program.in my program cpu clock is near 1GHZ.i think working with this clock or if the process is high and complicated maybe caused warming the c6455 And raise its temperature And eventually cause damage to it.

How hot is it getting? It is rated for proper operation with no loss of reliability when operated with a case temperature up to 85 degrees Celcius. You can use the power estimation spreadsheet to calculate the maximum power dissipated. That combined with the datasheet numbers will provide a first-order approximation of the expected temp rise during operation. Please pull this down from the website.
