1.Excuse me ,when I begin to connect my cpu(tms320dm6467zut7) with a seed-xds560plus JTAG,an error appears.

2.In datasheet， the 6467 needs two external Crystals，the typical values are 27M and 24M。Now on my board 24M Crytals didn‘t work，there were nothing when I measured with an Oscilloscope，but the 27M works good。So，what happens？And can I use a JTAG when my 24M Crytals doesn't work.
please help me or give some suggestion。Thank you。
