I think that is should work, please check the sprugv8c.pdf -KeyStone Architecture DDR3 Memory Controller User Guide table 4-1/4-2 there are some registers where you need to Unlock Boot Configuration before programming them,

I understood from another post on this forum that internal core registers aren't accessible by the PCIe.

My questions is: what registers are considered "internal core registers"? Is a memory-mapped-register considered internal or not?

Register's that doesn't have global address, you can check this in the device memory map in the device user guide,
