For the attached PCN TI recommends one part for video surveillance app’s, and one for non video surveillance apps. How does a customer best pick which device to choose? It’s not clear as to what the differences are.

There's a table in the PCN for DaVinci Video Devices.
The suffix's are different for "Video Surveilance Applications versus "Non-Video Surveillance" or "Broad Market Applications" versus "DSP Applications". It's a one letter difference in part numbers.
Example:
TMS320DM8168SCYG versus TMS320DM8168CCYG

There are no differences in the parts, they are exactly the same. The differences in part numbers was due to internal logistics and tracking purposes. Either can be used.
