Looking for someone to make program in CCS 5.0 for board TMS320DM6437

Hello, 

I am looking for programer that is able to write program in CCS 5.0 that can make followings DTMF decoder:

Read audio in, decode DTMF signs and visualize it via S-VIDeo OUT 

Could some help me please?
