Help! some doubts about COR in BCP

1.In LTE pucch mode, we need multiply (1+j)/sqrt(2) to compensate the 45 degrees rotation. I confused which symbols to be multiplied, pilot or data symbols?

2. In BCP user guide, it says the COR Control Register should be set to 0x1B. So, QPSK map 00 equals -1, but in lte protocol 00 maps to (1+j)/sqrt(2), we can't obtain -1 through rotating 45 degrees.
