I use C55BootImage_Rev2.1 to create an image. Unencrypted boot image can be created. However, creating secured image needs some requirements.
How can I get the Secure/Encrypt Parameters which are KEY, IDENTIFIER, SEED_OFFSET, SEED?

If you received the C55Bootimage_Rev2.1 tool from TI after the US Export Complianece check, you should also have an instruction file called C55BootImage.pdf. Follow tje instructions there. Also, this is the wiki page on this:

I have also the C55BootImage.pdf but this file just refers to features of the application and how to use this GUI.
In order to learn the Secure/Encrypt Parameters, do I have to contact the local TI sales representative? and how can I reach the local TI sales representative?

No. In the pdf file, it provides the development key and seed in item #2 which are also shown in the GUI picture. With these key and seed, you can generate an encrypted boot image to try out. If you want to get your own key and seed, then you have to contact Milind Borkar @ m-borkar@ti.com to work oyut the purchase details.
