TPS65950 clocks VOHmin low level

PROBLEMS:

- Low level for signals HFCLKOUT and 32CLKOUT detected. 0.9V instead of RL-0.45=1.35V

- VMMC1 = 0; All other expected voltages are correct. No power to the SD card.

- As a result of these OMAP3 does not boot-up.

CONDITIONS:

- Unfortunately JTAG pins are not exposed, nor the TEST pins

- Boot mode MC021; BOOT0=1, BOOT1=0

- Same Chip used in previous board design, even same batch order

- Same schematic, same load

- Different PCB routing but same placement

- PCB fabrication failure ruled out as an cause by flying probe test

- The chip has been x-rayied and no soldering issues observed

- OMAP3 does not boot-up even if the SD card is separately powered with a 3V supply.

- Current drawn ~10mA from the 3V p.s.

QUESTIONS:

- What else can affect the clock output levels to drop by 50%?

- Why the VMMC1 does not appear? It is a simple LDO. Default voltage should be 3.0V based on the Boot Mode selected
