Could you provide more information about OS (releases and etc.) on your Panda board?
How is connected your Display to Panda board - by DSI ports or HDMI?

This error only comes when I change the resolution to 1366x768. but in the other resolutions does not cause problems.
the error comes when you selected a picture wallpapers.
Works well when I choose Live wallpapers.

I had a detail look of your problem.
I would suggest you to check in the following HDMI configuration files:
/drivers/video/omap2/dss - hdmi.c and ti_hdmi_4xxx_ip.c and check for proper configuration of supported resolutions.
I think that your problem is not in HW driver, it is possible to depend on Android applications.
I suggest to try to open a picture with resolutions 1366 x 768 by Android gallery application. Then this problem might be not available.
Use the application Wallpaper Manager from android store to test your problem.
Check in for similar bugs in Android release.
