I get the fingure for C6748 manual:

Is the "internal clock" means CPU frequence?

The internal clock means the frequency at which the timer module is clocked. This is not the CPU frequency itself.
Depending on the timer module used, the clock source is either PLL0_AUXCLK or the ASYNC3.

You can find the details in the device clocking chapter in SPRUH77A or refer to the PLL calculator
