Yes, you can leave the USB power pins unconnected if you are not using the USB interfaces.
Please take a look at the following post. It discusses how to treat the unused USB interfaces of the TMS320C6747, and it is applicable to the OMAP-L137.

Reviewing the OMAP-L137 datasheet, nearly all I/O pins of the device have either an internal pulldown or pullup. Generally, these are not strong pulldowns or pullups, but if you do not have any connection, nor any trace on the board, to these pins, the internal pulldown and pullup would be sufficient.
However, if you do have a trace on these pins, an external pulldown or pullup (in the same direction) would be suggested.
