Is there a PCB layout document that discribes the concerns regarding the TMS320c6747 with respect to bypass caps and PLL filtering?

The PLL requirements are given in section 6.6.1 of the datasheet, it suggests a Murata BLM31PG500SN1L or equivalent ferrite bead along with a .1 uF and .01 uF capacitors, figure 6-9 in particular shows the suggested schematic.

For further schematic suggestion/comparison you may want to take a look at the EVM schematic in the EVM Technical Reference.
