This link appears to be broken. Can this be fixed? Any other options for getting the software in the meantime?

You have to first register a board. Someone then "enables" your account (i.e. access not instant) and you can access the site.
Brad is correct, if you have not registered your board through www.ti.com/omapregistration yet, you will not be able to access that page. Unfortunately instead of generating an error message if you are not registered properly it just loads a blank page, leading to a common misconception that the page is down when in fact the user just does not have privelages on it. If you did register your board on the registration site you should be hearing from someone soon to complete that registration process.
If you have already gone through all that and could get to the site before please let us know, I just tried it myself and it appears to work for me.
