Is FPGA essential for IBL boot-up?

I found thta 0x84 command is issued by IBL to FPGA over SPI_CS0.

I believe it is READ BM_GPI command, and it is reading Booting Mode Register on FPGA instead of DEVSTAT register on DSP.

Is it true?  IBL requires FPGA functions to boot-up?

 

Note that i am facing with I2C booting problem, It wouldn't reading NOR image over SPI...

It may hang up IBL itself...
