We work TI's multi core processors (TMS320DM8148) and has H.264 Encoding Accelerators which is currently supporting H.264 AVC. Since We wanted to implement H.264 SVC (Temporal & Spatial) on these cores,

Does it allow using individual hardware blocks (like DCT,deblocking filter ,vlc encoding etc) by a third party

It will be great help if an immediate advice
