With OMAP-L138 CSL library, are there APIs of doing Cache Management?

Yes, the quickStartOMAPL1x_rCSL_2.0 contains the example to demonstrate the usage of cache rCSL.

If quickStartOMAPL1x_rCSL_2.0 is installed, you will find the examples at default path : "C:\Program Files\Texas Instruments\quickStartOMAPL1x_rCSL\OMAPL1x\rCSL_examples\evmOMAPL138\DSP_examples\cache".
