OpenMax Test Bench - What is it for?

What is the purpose of the OpenMax Test Bench? Can I use it to test the H.264 encoder?

I need to do multiple encodings of yuv source file, change the encoder parameters for each test and save the encoded h264 file. Someone told me I can do this with omtb.
