SOS! I was confused by the Vote Threshold of Clock Data Recovery Algorithm.

I have readed the <<SerDes Implementation Guide for KeyStone I Devices>>, it said twelve data bits constitute the voting window. The twelve votes  are then summed, and an action to adjust the position of the sampling clock occurs if  the difference between early and late vote s exceeds a programmable threshold.

But the max  vote threshold is 15 in Table 9 !

I was confused  why the threshold greater than twelve ?  In any case , there are twelve votes in a voting window.
