If I was to use a DaVinci Multimedia chip in my design to encode some video for transport, would I need to pay licensing fees to the MPEGLA?

if you are talking about DM355 MPEG4, then you should have no problem going straight into product with the codecs on the chips, and there is no additional cost. There is, however, a cost enforced by the MPEG-LA that you would have to pay, but only if you reach very high volumes (>50000/year, more info: http://www.mpegla.com/m4v/m4vweb.ppt)
