net not work when replace the phy chip

dear TI engineer:

Earlier we use RTL8211 to be our phy chip,and the phy addr is 101 and the net is work well.But recently we found RTL8211 can't work below 0°C.So I have to replace RTL8211 to AR8031.The proboem is the information from the system is "link is up" ,but when we ping the host,there is always timeout and retry.Now the new phy addr is 00000.How can I solve this problem?
